Why the state list changes
State governments publish their own gaming acts and amendments. Some states treat paid fantasy as a game of skill; others have amended the Public Gambling Act to bring paid fantasy under the chance-based umbrella. The list of states where Come is restricted is therefore dynamic and is maintained by each state government, not by Come. The brand profile surfaces the most recent list we have on file; the MeitY blocking list and the state gazette are the right sources for the most current wording.
How MeitY blocking orders work
Section 69A of the IT Act allows the central government to direct intermediaries to block public URLs. MeitY publishes the list of blocked URLs on its website. The list is updated periodically; the brand profile does not mirror the list in real time. If a URL is on the list, the user typically sees a block page served by the network operator rather than by the brand.
What users in restricted states should do
Users in states where the relevant product is restricted should not attempt to register a paid account. Even if the install completes, the deposit flow will gate the user. The brand profile is informational; the legal responsibility for compliance sits with the user, not with Come.
